RECORDER

The Recorder for the City of Winfield is an elected official serving a four-year term. It is the responsibility of the Recorder to keep minutes and official records of all proceedings of the City Council. The Recorder shall also certify all true copies and signatures for the City. In the event of illness or absence of the Mayor, the Recorder shall perform the duties of Mayor and be invested with all of his power and authority. 

David Mattocks has lived in Winfield for the past sixteen years with his wife, Amy. Amy works at the Hurricane Walmart Vision Center. David served in the United States Navy from 1992-1996 and the USNR from 1996-2000. 

They moved to Winfield in 2007 with their daughter, Lauren and have added three daughters (Kayla, Cassie, and Bethany) and one son, Parker. Lauren graduated WHS in 2018 and was married in 2021 to Jacob Dillon. Kayla graduated from WHS in 2023 and will be attending Marshall University in the fall. Cassie is a Junior at Winfield High School and both Bethany and Parker attend Winfield Elementary School.   

David has been working with the Winfield Homecoming Festival for the past three years finding vendors and negotiating sponsors and entertainment. He also works remotely as a recruiter for a government contractor in the Fairfax, VA area.
